Abstract

Pers pada Era Orde Baru sangat dikendalikan oleh pemerintah. Kontrol pemerintah terhadap Pers tidak dapat diragukan lagi, begitu juga dengan pegaruhnya. Kebijakan-kebijakan yang dikeluarkan pemerintah Orde Baru sangat tidak mendukung keberadaan Pers. Salah satu contohnya adalah kebijakan Surat Izin untuk Penerbitan Pers (SIUPP), yang mana sangat tidak Pro-Pers. Pers mengalami kesulitan saat dituntut untuk melaksanakan fungsi-fungsi yang secara alamiah melekat padanya, khususnya fungsi mereka bagi masyarakat (Panuj Redi, 1997: 34).
