Abstract

Paradigma yang berkembang sebelum terwujudnya peradilan di bawah satu atap, ditandai dengan dipisahkannya secara tegas sistem administrasi di Pengadilan antara administrasi teknis dengan administrasi non teknis. Paradigma yang dibangun dalam pembaruan peradilan di bawah satu atap pada Mahkamah Agung melalui “Pendekatan Kesisteman” dengan “totalitas system” sehingga keterpaduan dan keutuhan kewenangan manajemen peradilan dan keutuhan kewenangan manajemen peradilan dapat berfungsi sebagai alat perubah pola pikir lama dari “separation of authority” menjadi “distribution of function”. Kebijakan yang sangat urgen antara lain, pembenahan struktur organisasi Mahkamah Agung RI, baik teknis maupun non teknis, sistem Pengawasan dan sisem pendidikan dan pelatihan hakim.
