Abstract

Until now, the implementation of education in Indonesia cannot be separated from the problems of teacher governance, honorary teachers, and bureaucratic reform that affect the quality of education and the work climate in it. In an effort to improve the quality of public services by the State Civil Apparatus (ASN), the Ministry of Education and Culture is updating with the Ministry of State Apparatus Empowerment and Bureaucratic Reform and the Ministry of Finance to change the civil servant teacher recruitment system. Starting from the acceptance of Candidates for Civil Servants (CPNS) to Civil Servants through Cooperation Agreements (PPPK), which in practice still leaves a number of problems and pros and cons from various parties. Unresolved education problems and problems with benefits, transfers, and so on make the government have to rack its brains to bear it. PPPK is expected to reduce these problems.
