KAJIAN PENGEMBANGAN GABUNGAN KELOMPOK TANI (GAPOKTAN) SEBAGAI KELEMBAGAAN PEMBANGUNAN PERTANIAN DI PEDESAAN

Pengembangan kelembagaan merupakan salah satu komponen pokok dalam keseluruhan rancangan Revitalisasi Pertanian, Perikanan, dan Kehutanan (RPPK) tahun 2005- 2025. Kelembagaan petani cenderung hanya diposisikan sebagai alat untuk mengimplementasikan proyek belaka, belum sebagai upaya untuk pemberdayaan yang lebih mendasar. Pembentukan dan pengembangan Gapoktan yang akan dibentuk di setiap desa, harus menggunakan basis social capital setempat dengan prinsip otonomi daerah, pemberdayaan dan kemandirian lokal. Pembentukan Gapoktan ditempatkan dalam konteks yang lebih luas yaitu konteks pengembangan ekonomi dan kemandirian masyarakat menuju pembangunan yang berkelanjutan (Sustainable Rural Development). Gapoktan hanyalah alat, dan merupakan sebuah pilihan bukan keharusan. Gapoktan perlu membangun jejaring sosial dengan pihak lain, memperbanyak peran diluar aktivitas produksi atau usahatani.
